The text focuses on the land use, real estate development and regional planning of Monroe Country. The goal f the ordinance is to ensure the development of the region along the lines of small traditional settlements, hamlets, and villages where all necessities for daily living are formed with a comfortable walking distance. The planned development however will be designed to include regional symbolic attributes rather than industrial contemporary urban architecture.
