Notice biographique
Oscar de Soto served for 24 years as a Foreign Service Officer in multiple locations across the world, including Oman, Panama, Albania, Romania, Belgium, the Netherlands, and Australia. In his extensive diplomatic career, he worked as an political and economical counselor, consul general, and embassy deputy.
He obtained most of his education from George Mason University, in Fairfax, VA, including his BA in History and a PhD in Public Policy, from which he graduated in 1982 and 2014, respectively. De Soto also holds a Master’s Degree in Strategic Studies from the U.S. Army College.
De Soto currently works as a senior associate for the IT consulting company Booz Allen Hamilton, in Washington DC. The company specializes in defense technology.
