The Technical Assistance Program was created as a result of a public law enacted by the United States Congress in 1954. The purpose of the law was to help countries develop their resources and improve their working and living conditions by the exchange of technical knowledge and skills. The program was administered federally by the “International Cooperation Administration” agency; this agency assigned Pan Am the role of assisting foreign national governments develop national airlines. This series includes records pertaining to the Airline Service Division, which built upon the activities of the Technical Assistance Program.
