Second issue of this short-lived periodical founded by Mariano de Aycinena (1789-1855) after this return from exile, his drafting of the Law of Guarantees, and the government of Galvez. 'Early in February he founded the bi-weekly newspaper El Observador and took up his pen in behalf of law and order and the application of reason to the conduct of public affairs. He lashed out against what he saw as the two sources of discord in the state - general lawlessness and governmental despotism.
