NON-CONTIGUOUS DEVELOPMENT SHOULD BE ORGANISED AS TOWNS AND VILLAGES WITH THEIR OWN URBAN EDGES, AND PLANNED FOR A JOBS/HOUSING BALANCE, NOT AS BEDROOM SUBURBS.
