Biographical history

Rafael Urruela was a Guatemalan-born civil servant who directed the Foreign Office of New Orleans City Hall, a major hub of trade and diplomatic activity with Latin America for much of the 20th Century. Urruela worked with dignitaries from Cuba, Nicaragua, Dominican Republic, Argentina, and other countries.
