Biografie

H. Franklin Williams joined the University of Miami faculty in 1939 as a professor of history. Although he continued to teach one course each semester, Williams accepted a succession of administrative positions. He served as Chairman of the History Department and as Dean of the College of Arts and Sciences. In 1948, President Bowman F. Ashe appointed Williams as Vice President and Dean of Faculties. Williams later served as Dean of Students, Vice President for Community Affairs, and Dean of University College. Subsequently, He returned to teaching full time in the history department where served until 1972.

Among many other university contributions, Williams served on the University Publications Committee and was a member of the Gerontological Council, Vice President the Middle Eastern Institute, and helped establish the University of the Americas Inc. During the 1960's Williams acted as chairman of the Personnel Committee and as vice president of the Economic Opportunity Program, Inc.

The H. Franklin Williams Papers provide an extensive record of the activities of the Economic Opportunity Program, Inc. (EOPI), a non-profit corporation established to provide "through governmental or private means economic opportunity for the citizens and residents of Dade County, Florida and to further assist in the war against poverty...". The program coordinated governmental units and local agencies involved in implementing the Economic Opportunity Act of 1964. Williams was a professor of history and administrator at the University of Miami from 1939 to 1972.

EOPI records include minutes of meetings, applications for agencies participating in the program, project outlines, budgets, reprints of articles on social programs and issues, progress reports of participating agencies, and publications such as the Headstart Newsletter and Communities in Action. A report on "Projects Funded in Dade County Florida under the economic Opportunity Act of 1964 and Amendments through 1967" provides an overview of agencies involved. Records cover individual agencies and projects including Headstart, Relocation Housing, Job Corp, Work-study Programs at Barry College, Miami Dade Community College and the University of Miami, legal service programs, Upward Bound and others.

Reports and memos of the University Publications Committee contain critiques of several publications and reveal efforts to improve the university's public image. Activities of the Faculty Senate are documented in minutes of meetings, memos, and committee reports which pertain to academic planning, athletics, the curriculum and other topics. Correspondence, project outlines, and minutes of meetings relate to the Gerontological Society established by the University in 1957.

Papers pertaining to the Middle Eastern Institute, Inc. include outlines of lectures, "Conference Room Papers" on religious discrimination in the Middle East, excerpts of articles, correspondence with the Zionist Council of Florida and invitations to institute speakers. Newspaper clippings, a copy of the charter, applications for teaching positions, summaries of talks and correspondence relate to the University of the Americas, Inc. to be sponsored and directed by the University of Miami. Additional records involve the Community Television Foundation of South Florida which allowed the university with a to broadcast television programs.
